Smith Sub Asst Commr &c with the information that after a careful search of the records of this office I find a letter of transmittal dated April 18./67 in which occur the following words & vouchers in favor of Curtis & Bro for "fuel for this office for month of March 1867"- I find no further record of the transaction - I would also state that I requested Curtis & Bro to furnish me the proper information, but was informed by them that had no record of the same and therefore could not comply with my request

Respectfully returned to Mr J.W. Blessing. In compliance with Circular No 26. dated War Department Washington July 26. 1867. the issue of Government Rations were suspended Augt 20/67 but in cases specially approved by Maj Gen O.O. Howard Commissioner &c Subsistence Stores for temporary relief would be issued.
To comply with this I apprehend it would be necessary in the first instance to call upon the county authorities, should they refuse, let a statement be made in writing of the cause assigned for the refusal, also a statement made of the facts, showing that the applicant is really in want. If the above is complied with, & the statements together with this communication returned to me, I will forward the same to the Commissioner.
