the case.  Can you suggest any better way of presenting the matter to Secretary Hay?  If you can, I can easily stop the affair just where it is.  But if you consider it wise to let General Alger use his influence with Secretary Hay, you can depend upon his doing the very best he can.  On receipt hereof, will you kindly wire me frankly your views, and if you approve of the plan as outlined herein, I will telegraph General Alger to do what he can.  On the other hand, if you can suggest any better way to do the work, please tell me so frankly, and I will ask General Alger to do nothing.
