For the information of the General Commanding the District, you will at once examine the situation of your Co. or District, taking into consideration its topography and population, and after such careful examination, forward to the office a full and exact report in tabular form of the following particulars, Viz:

I. The number of polling precincts or voting Districts that will be necessary to take the Vote of each County: the number to be as small as the convenience of the voters will permit.

II. The names of such place in each of such precincts or Districts as will be most convenient for the people as a polling place,

III. The name and Post Office address of undoubted Union men (white and black) in each of the voting Districts to act as Registrars and judges of elections. These must be as reliable and responsible men as it is possible to obtain, and of unswerving National principles. They must also be able to take the annexed "iron clad" oath. Opposite the name of each of these men will be inserted remarks as to antecedents, character, occupation etc.

Oath of Office

I [[left blank]] do solemnly swear that I have never voluntarily bore arms against the United States since I have been a citizen thereof:  That I have voluntarily given no aid, Countenance, Counsel, or encouragement to persons engaged in armed hostility thereto:  that I have neither sought nor accepted nor attempted to exercise the functions of any Office whatever under any authority or pretended authority in hostility to the United States: that I have not yielded a voluntary support to any pretended government, authority, power, or Constitution within the United States hostile or inimical thereto.

And I do further swear that to the best of my knowledge and ability I will support the Constitution of the United States against all enemies, foreign and domestic that I take this obligation freely without any mental reservation or purpose of evasions:  and that I will well & faithfully discharged the duties of the Office of which I am about to enter.  So Help Me God,
