Your report of the investigation in the case of Freedmen imprisoned &c. have been received. 

No reflection from these Hd. qrs. has been made upon your integrity or capacity. 

The difficulties under which you labor are fully understood, and that every effort you have made to maintain order &c has been caused by your desire to do your duty. But in the future, you will not in the discharge of your duties as Sub. asst. Com. delegate the power of ordering arrests. - If a planter is not satisfied with the way his laborers are working he may bring them before the Sub. asst. Com. who will advise, but in no instance coerce them.

The planter can, if the laborer neglects his work pay him off and discharge him.
