You will investigate this case, and if the facts are as stated, arrest and fine heavily the offending parties. No such kind of punishment will be allowed. If freedpeople commit offences, there is the same remedy as in case of the 99 whites. It is impossible to furnish cavalry for your place owing to the small amount in the State and the great demand for that branch of the service on the frontier.
