Mr. Edwin Finch is hereby appointed as Agent of the Bureau of Refugees, Freedmen & Abandoned Lands in this State at a Salary of Seventy five (75) dollars p month

This appointment is made subject to the approval of Maj Genl O.O. Howard, Commissioner, and in accordance with the provisions of "an Act to continue in force the Bureau" passed July 16, 1866, and will take effect from this date, and remain in force until revoked by orders from this office.

Sir:- I desire that you proceed to Washington and report Genl. Howard and lay before him the subject of schools for Freedmen in this State, with which you are familiar - I refer more particularly to the subject of good teachers for the coming year - The last year an effort was made to obtain them from the American Missionary Association at Chicago - Mr. J.R. Shipherd is so unreliable and untruthful in his statements that I must seek assistance from some other quarter - The teachers sent by this aid commission, have been of the very best class and if Genl. Howard will consent to your entering into some arrangement with the association at Cincinatti or New York or a Secty can be appointed at Chicago in place of Mr. Shipherd whose object is to promote the welfare of the colored people of this state. I shall be happy to cooperate with the Society from that place. I should be pleased to obtain all the teachers from this association and I hope to be able to employ some 80 or more - you must endeavor to obtain some colored teachers. By colored teachers I mean full lacks not mulattoes. This class of teachers can often be employed where whites cannot be sent - Cincinnatti is probably the best place to obtain this class of teacher.

Your knowledge of the state must suggest to you many things that will be of advantage to communicate to the Commissioner of the Bureau.

As the question of obtaining teachers is of the greatest importance to Bureau of this State I desire to say that you must take time and not to try to hurry as the schools will not be resuming generally over the state before the first of October.

You will visit Mr. Alvord Gen. Supt. of Education and carefully note any suggestions he may make, and report any instructions he may give.
