In your communication of the 15th inst. you state that Judge Ponton promptly discharged Thomas D. Nolan who was brought before him for maltreating a freedman, considering it no offence to beat a freed person.

You will immediately forward to these Hd qrs. the full name of Judge Polton: State what office he now holds and recommend some loyal man to fill his place, one that can take the "test Oath" and carry out the laws.

You will likewise report all civil officers who may refuse to administer the laws impartially.
