Enclosed find Blank oath which it will be necessary for Ben Brown and Chas Long to subscribe to and take before the proper authorities and return the same to these Head quarters, before they can be paid any salary. This is in accordance with the 15 Sec of an Act to continue in force an Act establishing a Bureau for the relief of Freedmen & Refugees.

It is desirable that you inform these Hd. Qtrs. the duty performed by Mr. Long and if his services cannot be dispensed with.

Dear Captain;
Your letter relating to assigning Mr. Ferguson to duty at Sumpter in place of Mr. Johnson (whom you consider a bad Agent) and appointing Mr. King a clerk is received.

As no charges have yet been preferred against Mr Johnson and no information has been received at these Head Quarters of his malfeasance in office, it would not be proper, nor would we be justifiable in removing him from office.

Owing to recent orders from the Commissioner to curtail the expenses of the Bureau, it is difficult to procure appointments for any additional force to the Bureau; in fact many of the agents have been recently discharged as you will observe by the Roster for Oct, but if Mr King is a first class clerk, application will be made to Genl. Howard for his appointment as soon as he is [[strikethrough]] able [[/strikethrough]] mustered out of the U. S. Services if you then desire

I have the honor to request that the appt of Chas. Long as an Agent of this Bureau made Sept 2, 1867, to take effect Augt 1, 1867 may be revoked to take effect Nov 1, 1867 his services not being needed after that date

General
It was the intention of Bt. Maj. Chas. Griffin to to have the schools for freedman open on the first of the present month 

Teachers employed by the Bureau can be paid only out of funds arising from the sale of confiscated property 

The Bureau now owes teachers quite a large amount for services rendered last spring, in addition to $1325 advanced by Isaac Moses, which amount has been disbursed in payment of a portion of the claims of teachers

The Government Tannery at San Antonio was ordered to be sold by Gen. Howard but Gen Griffin was unable to obtain anything like a reasonable amount for it, it now remains the property of the Bureau.

It appears to me from Par IV of Circular No 15. W.D. B.R.F & A.L. dated Sept 12, 1865, that it will not be possible to immediately dispose of the property [[strikethrough]] of [[/strikethrough]] as the Tannery has never been condemned and sold by decree of the U. S. Dist Court.
