Galveston, Texas 221/318 Lieut I have the honor to enclose G.O. No.15. by which I understand at your request you are relieved from the duties you have so faithfully performed in the Bureau R.F. &c. General Reynold will send you directions to day to pack up and send to this place all property and documents to pertaining to the Bureau together with the Clerks employed in both offices please send with the Clerks invoices of the Property, and I will forward receipts as soon as it arrive. Cotton Gin, Texas 146/328 Sir, General Reynolds directs me to enquire of you, whether anything has been done by the people in your Sub District, towards replacing the School House, burned down recently in that place. Commissioner &c Washington D.C. 212/223 General I have the honor to invite your attention to a subject which I find on assuming command of the District is causing great confusion. It is with reference to the commutation of rations for small parties of men who are detached and to cover which S.O. No. was issued yesterday. I desire to offer a few words in explanation in case the question should again come up in Washington. These detachments will be kept down to the smallest number practicable, but to do without them is absolutely impossible. The enclosed list will show you the detachments now existing. Many changes will probably have been made before this list reaches your office. The crops are just now coming in and even with the small detachments that we can furnish it is with difficulty that we can enforce respect for the Government or execute its laws. These men strictly are not speaking, "travelling on detached command" See Par: 1244 Revised Regs. though they so come within the spirit of that reputation. Many of them are a great portion of their time travelling in the vicinity of their nominal Stations. Specie is the Standard in Texas, and Seventy five cents per day currency barely subsist the man. Many from necessity, board with colored people, who have strong sympathy but weak purses. The whites often refuse to entertain them. Circular No 12 Office C.S. General of Subsistance Washington May 16, 1865 sanctions this payment in the phrase "or other officer who has no command" I am not disposed however to raise any points on the construction of orders. These detachments are necessary and they cannot now be dispensed with without throwing throwing the Bureau operation of the whole state into confusion & greatly increase the difficulties under which we labor and rendering in fact the Bureau inefficient.
