You will contract with some responsible party for the repair of the Methodist Episcopal Church (colored) at Columbia, Texas to an amount not exceeding Five hundred (500) Dollars - said Church to be hereafter used for school and Church purposes.  

The contract for repairs will be made in accordance with circular No 3. Series of 1867 from this Head quarters

Sir:
The comptroller of the State of Texas has forwarded to this Headquarters an order signed by you dated Dec. 12, 1867 forbidding the collection of taxes of the freed people in Jackson County. The General commanding directs me to say that, in issuing said order you have exceeded the authority vested in you as Sub Asst. Commissioner. You will without delay revoke said order and give public notice of the revocation, sending a copy of the order of revocation to this Headquarters.

All laws of the State not revoked by orders from or through this Headquarters are to be considered in force.

If arrested by civil authority answer in person and produce the order under which you are acting, Civil authority must release you under that order and Sec 3 Act of July 16, 1866. Hold Josiah King and make full report of his case, our records do not show it. Do not keep him in prison if you can procure his presence otherwise until his case is decided.
