H 130. The petition of Hart & Boyd with accompanying papers sent to Genl. Hancock has been referred to Bt. Maj. Genl. Reynolds, who directs me to say, that, a full investigation of the case was had on a former appeal from Col. Starr's decision made to these Head qrs, and that Col Starr's action was approved. Yours of the 10th inst. is just received, regarding that portion of your letter in which you ask from whom you are to receive certificates of non indebtedness. I have to say, that all agents of the Bureau, when relieved from further duty, are required to make affidavit that they have properly accounted for all funds and other property belonging to the Bureau since they have been Agents of the same (See 6 Par: of Circ 24 W.D. B.R.F. & A.L. series of 1867) As soon as you have transferred the records of your office to the Sub Asst Comr, at Waco, Texas, and accounted for any other property belonging to the Bureau (should you have ever received any) then make the affidavit required having the seal of the County Court attached, send it to the Disbursing Officer at these Head quarters and you will receive your final payment.
