I am directed by the asst. Commissioner to acknowledge receipt of your communication of the 24 inst as also a copy of the evidence taken in the case of Manual Hart et al Freedmen Vs. Mrs. J.M. Winston (A.P. Winston Agent). Your decision in the case is sustained.

It is necessary to forward the evidence in the suits of this kind to Head quarters unless one of the parties appeals from your decision.

The copy of evidence is returned herewith as requested.
It is important that a copy of each contract entered into between planters and freedmen, will be filed in your Office. See Par II General Orders No 5 from these Head quarters Series of 1867. You will require one of each contract approved by you to be filed in your Office.

Captain,
You will proceed without delay to Waco, Texas. and accept the proposition (herewith enclosed) made to General O O Howard, Commissioner by Mr J B Earle with the addition of the two conditions following, viz:

1st  Mr. J B Earle on the part of the Manufacturing compy guarantees the monthly payment for six months of five hundred dollars to the Bureau Agent at Waco, this without reference to the net proceeds of the factory.

2nd  In case the Bureau should not be continued beyond the 16 July 1868. then on that day the whole amount to make up
