I very much regret that the order in question "is considered to be an interference with the authority of the District Commander". It certainly was not so intended and wants not be permitted to have such effect.

Sir,
In the matter of the releasing on bail of one Frank Wingate, arrested by you charged with murder of a freedman and the subsequent seizure and sale of property of certain of the bondsmen of Wingate, I am directed by the Asst. Commissioner to state that your action in taking a bail bond is disapproved.

The seizure and sale of property on his bond is also disapproved - You will take such steps as may still be in your power to restore the property sold as above.
