Sir,
I am directed by the Asst. Commissioner to acknowledge receipt of your letter of the 27 inst, and in reply to say.
1st. When manifest injustice has been done a freedman by the local courts the Sub Asst Commissioner may set aside the judgement and make such order in the case as justice may require. The Magistrate or any party interested may appeal to these Headquarters from the action of the Sub. Asst. Comr.
2nd. It is the duty of each county to support its paupers and if the county officers neglect that duty they should be reported. The county commissioners are authorized to to issue scrip for the purpose.
No part of the fund appropriated by Congress has been assigned to Texas.
