The bearer Sam Williams (f.m) complains that Tom Hode clerk to Capt Leonard, a merchant at Port Sullivan. Milan, Co. has attacked him and shot at him four times with intent to kill. Sir, I am directed by General Reynolds to say in reply to your letter of the 3 inst. that you will give advice as to cases of any magnitude. In other respects the acts of your office will correspond to what may be done by a Justice of the Peace. Generally encourage the freed people to settle their differences without appealing to law, that when they do go to law they had better become accustomed to use the Civil Officers while they have an Agent of the Bureau to advise them. Commissioner directs me to say that he desires you to forward to these Head qrs. as soon as practicable a list of men and women who have been killed since the close of the war. State in your report the name of party killed and the author of the homicide with cause when it is practicable - Report also all assaults with intent to kill that you obtain information of = In making your report the impossibility of names need not deter you from reporting a case. State as definitely as possible what information you can obtain and the case. - I refer to cases when freedmen may be found dead and no knowledge of the author of the killing.
