Sir,

In answer to your communication of the 23 inst. I am directed by General Reynolds to say that General Orders No. 4, current series, supersedes General Orders No 5 series of 1867.

Answers to questions propounded.
1st. Payments will be enforced only in the mode prescribed in the laws of the State. 2nd. - In cases where they work for a portion of the crop, you can order the Sheriff to seize the portion due, the freedman on settlement and give the same into possession of the freedman, Money consideration for labor can be collected only by the state laws. 3rd. Persons cannot be arrested and confined for debt; The state law will control.
4th. In settling account of claims against freedmen although not for action necessaries, they will not be disallowed if the articles charged are received. 5th. Property exempt from forced sale by the laws of the state will not be seized by Bureau Agent.

The laws on this subject are applicable to Whites and Blacks. Freedmen had better be advised to labor for a portion of the crop, and that portion or allowance due on settlement the agents can see that they receive.

The freedman can dispose of his own as he pleases.
Where labor is performed for a money consideration the freedmen had better control for monthly payments.
