I am directed by General Reynolds to tender you the appointment of an Agent of the Bureau at San Augustine, Texas, at a salary of One Hundred Dollars per month from August 1. 1868.
 
Should you accept the appointment you will return the inclosed blank Oath properly signed and sworn to and proceed to your station on the first of August. The proper orders will be sent you at that place in case you accept.

Please acknowledge the receipt of this, and acceptance or non-acceptance of the appointment.

Sir:-
I have the honor to acknowledge receipt of your communication of the 25th inst. and am directed by General Reynolds to ask you to forward the names of the C.S. Justices of the Peace" who cause freedmen arrested, brought before them, and who put them in jail regardless of the law. Also the names of the bushwhackers whom they ap point constables to carry out their instructions. Send all the evidence that can be obtained against such persons and recommend suitable persons to fill their places, that the proper action may be taken.

In the case of Smith Killum, obtain the names and address of all the parties cognizant of the whipping of the freed woman by him, and also of the parties who made the assault upon you with cocked revolvers, and all the facts in the case in order that proper steps may be taken to have the guilty parties arrested and tried by Military commission.

It is important that you say or do nothing which may lead the parties to suspect the action that will be taken if sufficient evidence can be obtained to warrant a conviction of the parties.
