General:
The inclosed letter without signature, dated August 22, 1868, was written by Mr. Thos. H. Browning, agent of this Bureau, who arrived here from Washington on that day. Mr. Browning's appointment reads: "It will take effect from date of taking required oath. The oath required by law will be taken, and filed in the office of the Asst. Commissioner of the State of Texas."

Mr. Browning stated he had taken the oath at Washington and left it with Mr. Jos. T. Brown the person administering it. I would request that it be sent to this office. A copy of any bond he may have given is not required.
