I am directed by the Asst. Commissioner to call your attention attention to Par. II of General Orders No. 21, series of 1867, from this office, (Copy inclosed).

Communications and reports should be addressed to the office in charge of the office to which they belong, and pertaining to different offices should be forwarded in the same envelope. At this Headquarters there are four separate offices - viz: "A.A.A. Genl", "A.A.Q.M. & D.O.", "Superintendent of of Education" and " Surgeon in Chief."

Your attention is also called to the impropriety of signing yourself anything but Sub. Asst. Commissioner.

The Bureau knows none of its Agents as Minister, Doctor, farmer or Attorney at Law.

Your letter of the 26 ult. was forwarded to major General O.O. Howard with the request that you receive the pay, compensation and all allowances of a 2nd. Lieut. of Infantry and has been returned indorsed as follows.

"Respectfully returned to the Asst. Commissioner for Texas. The Law returning Officers on duty with the same compensation and allowance as was provided by law for their grades when mustered out, is not considered as applying to any except those who were in the Bureau when mustered out, and have been continuously on duty in the same."
