Miss:
I have to acknowledge receipt of your communication of the 27th ult. to General Canby in reference to aid promised in the erection of a school building at Galveston. The aid promised by Gen. Reynolds was contingent upon the procurement of a suitable lot which up to this date has not been procured so far as is known to these Headquarters.

Upon being informed that the necessary lot of ground has been obtained and that it is held by trustees for school purposes forever, steps will be taken immediately to erect a suitable school house.

Col. Sinclair, Asst. Superintendent of Education, will visit Galveston in a few days, and will be instructed to confer with you on this subject.

I have the honor to inclose herewith copy of par. II. Special Orders, No. 4, current series from these Headquarters, appointing Mr. Charles Haughn, Asst. Superintendent of Education, and to respectfully ask that the order be confirmed.

Mr. Haughn was one of the most efficient and reliable of Bureau Agents discharged Dec. 31, 1868. He served honorably as a commissioned officer in the army during the war.

The area of Texas is so great that three Asst. Superintendents can not properly perform the duties devolving upon them.
