I am in receipt of your Communications of this date, with Circular.

No distinction has been made in this County, since the inauguration of the provisional Goverment, between white and Negro paupers.

The simple requirement is that the party applying to the County for relief, must be a resident Citizen of this County, as "each County must provide for its own poor." A pauper belonging to Harris County temporarily in this County is not a proper Charge on Galveston County.

In the matter of Lucy Jordan I enclose permit for the Hospital in the usual form.
