I have the honor to report that I have complied with Circular No. 17 from Hd. Qrs. B of R.F. and A.L. State of Texas, Galveston, June 9, 1866, so far as it has been practicable and necessary. In some instances, planters have had no occasion to complain of their Freedmen, and have been just enough to say so. On their plantations my presence was, of course, not needed.
 
The condition of things generally in this District will speak favorably for the new system of free labor: not but that there are some embarrassing exceptions, and many more imaginary ones-
