For the information of the Asst Comr I would respectfully explain that I have marked out for myself  the following course, "viz," to interfere with the shipment of no cotton except in special cases when the Freedpeople should complain to me that their interest was about to suffer; this is the course I have adopted untill Saturday last, when I accidentally heard of two cases where nearly all the cotton had been shipped, & the planters left the neighborhood without paying the Freedmen and I fear very little if anything can be received for them as up to this time I can find no trace of the cotton; upon these matters coming to my notice I considered it my duty to stop all cotton untill I could to be satisfied that the Freedpeople
