interst has been secured; why the Rail Road Company (or their Agents) should disobey my order I am at a loss to know as it could put them to no loss, expense or inconvenience, neither does it seriously affect the Planter who acts honestly & fairly with his Freedmen, as in all cases. I give the Planter (who will satisfy me that the interest of his Freedmen is secure or that he has been [[?]] - either by affidavit - or by the testimony of the Freedmen themselves) a permit to ship his cotton - it therefore only affects seriously the man who is endeavoring to swindle the Freedmen & it appears to me that the more trouble we can give such people, the better.
