W.E. Crump Esqr of this county having stated to me his wish to procure Freedman under Circular order 14 series 1866 & having requested them to give him a letter to you, I have the honor to state that Mr. Crump is a man of substantial means & so far as my knowledge extends has in all cases dealt honestly & fairly with the Freed people employed by him & I have no doubt of his ability & readiness to carry out to the letter any contract into which he may enter with Freed people
