could soon be put into operation if Gov. Throckmorton does not consent to turn it over to Gen Oaks. I would suppose from all the fact in the possession of the military authorities, they would be justifiable in taking possession of the property & using it for school purposes. 

For several reasons the schools at San Antonio have not been very efficient the principal one perhaps is the division among the colored people. They are divided into denominational factions.  and some of these subdivided by North & South church difficulties, each faction opposing anything the other may suggest. This has been carried into school matters, and has seriously affected the school interest. While I regard Mr Whitiny a good teacher. he has failed to unite the people on school matters, and until Miss Skinner arrived his school was quite small. I think he had but 45 scholars enrolled. Several independent schools have been taught most of which were closed
