In compliance with your request, I called on Maj. Pumly to compare views relative to the Freedmens Schools in Texas.

He read me a communication embodying his views addressed in Sept. last to Gen Kiddoo which in the main I consider correct and which if you could adopt I am sure would be entirely satisfactory to the Association. I have a copy of the same which I shall be pleased to submit to you.

The Association require of the Agt, 1st to see from personal observation where school may be located and what accommodations may be the had for the teacher 2nd to report to the Association, when teachers are needed, and as he is held responsibl
