Sir-

Your communications of the 5th inst has been received and duly considered by me. You say "in consequence of having been informed by the Sherriff of Harrison County that I ignore the powers of your Bureau, it is your duty to inform me that any order emulating from the Bureau, takes precedence over any order or action of any authority in the State outside of the Bureau" I had hardly supposed that an officer of the U.S. Army, residing as long as you have in this State, and who is supposed to possess ordinary intelligence could be so completely ignorant of the Constitution and Laws of the State as in which you now are, and the duties of the Dist. Clerk is defined by the laws of this State. That you may no longer remain ignorant of my duties as Dist. Clerk I will refer you to Oldham and Whites Digest Oct 1834.

To a proper understanding of the question at issue, I will state that on the 30th day of May 1866, Wm Munden, Admr., filed in my office his petition for recovery and possession of a tract of land situated in Harrison County, which he alledges to be in the possession of Silas Hall et als, Freedman, and on the same day and date said a administrator filed his bond as required by law, and prayed for the issuance of a writ of sequestration, and the same being approved, I, in accordance with the prayer of the petitioner issued the necessary papers and placed
