Sir  I have the honor to state that I telegraphed you to day that I had as directed fined Mr McGary.  Ed. Southern Weekly Banner, that he had refused compliance and had placed himself under the protection of Capt G.W. Smith, Camp Post tho had refused a grant to enable me to proceed further.
Capt. Smith at first denying the right or propriety of the arrest demurred, but finally agreed to furnish a guard if needed provided I should not mention in my request the use to which they were to be put, that he might not know officially.
This morning Mr McGary, having returned from a short absence I sent for him, & fined him two hundred dollars.
