Persons who have contracts with them prevent them & keep their corn &c untill 1 Jany to see if Freedman work &c and the White man refusing to have his contract approved by regular US States agents & officers of the Freedman Bureau & the party who sold them supplies having complied fully with your orders in having their agreement approved which contract will you have enforced the one approved or the one not approved,

Have Freedmen the right to take say the amt of their part of the cotton as it is picked out or shall White man rule all first just as it suits him (contracts not approved)

Where Freedman cultivates Bottom Land & upland & the upland fails to make good corn & only Nubbins is raised if White Man takes from the Freedman
