States that since the dispatch of Gen Heintzelman to Gov. Throckmorton that Gen. Orders No. 3 & 44 had been revoked. The people have become defiant and do not acknowledge the authority of the Bureau. States there are numberless complaints from Freedmen and thinks they cannot get justice unless Circular No 23 is enforced to the letter.
