In endeavoring to comply with the spirit of my orders, and to prevent rapacious and unprincipled planters from controlling the Freedmens portion of the crop, I issued an order on the 6th ult. that all parties desirous of shipping cotton must apply to this office for a permit which would be granted upon assurance being given this Bureau that the Freed-Peoples interest was secure.

The order was complied with, it gave me an opportunity of knowing who was shipping their cotton, and exercising a strict surveillance over it.  

On the 1st inst, I revoked my circular of the 6th ult, requiring planters to apply for a new permit.  I was forced to this step by numerous complaints from Freed-people to the effect that they had not been fairly settled with.  Since the publication of Circular No.3, there is an obstinate and determined attempt on the part of planters to put the Freedmens cotton into market endeavoring in every way to avoid the order.  I have adhered strictly to my order in the matter and have taken the control of the Freedpeoples
