Sir:-

In accordance with your letter dated Hd. Qrs. Bureau of R.F. & A.L. Galveston, Texas Jan 3rd 1867. 

I have the honor to report that the complaints of Freedman William Howard, were entirely uncalled for, as there had been no settlement made and I was only waiting for him (Howard) to get his cotton Ginned & Baled, when this was done he was to inform me, and then I had promised to investigate the matter, and see if (as he claimed) Herron had broken the contract, and divided the Crop. Howard did not inform me that he was ready for a settlement, but after his cotton was Ginned & Baled, he (Howard) took the whole of it and sold it;  The first I knew of the affair Howard had been arrested for stealing Herrons share of the Crop, and had turned the property over, he complained of to you, as having been taken from him, to McGary his bond man. and had
