I have the honor to forward by to days mail copies of such Genl. Orders War Dept. promulgating Acts of Congress relating to bounties of colored soldiers, as I have been enabled to obtain. Printed instructions respecting bounties, etc, to colored soldiers and their heirs, will be promulgated from this office within a few days, which will obviate the necessity of having copies of Acts of Congress on file.

Copies of Genl. Orders No. 55. W.D. A.G.O. C.S. promulgating the Act of Congress approved July 28th 1866, (Equalization Act) will be sent you at an early date.
