Office R.F. & A.L
Millican April 12th, 1866

Capt, W.H. Sinclair}

Capt,

I have the honor to forward herewith my report for the month of March. It should have been transmitted at an earlier date, but that the duties appertaining to this office have called me from home so often, and in many instances, I have had to wait upon Contractors, who came from long distances with contracts for approval, and not knowing that it was necessary to make contracts in tripplicate, they brought the originals with them, which were approved, and retained in this office awaiting Their compliance with the law; and to that fact you may attribute their being duties other than these of March among the contracts

On my last visit up the country, a great many delinquents of this character were visited and duplicates of the Original copies obtained and given to the proper parties. Since my return, all matters of the past have been satisfactorily settled, so that now there will be no dates to conflict with the present month, all contracts having been fully ratified For the future I hope to be more prompt.
