Respectfully I enclose herewith, copies of contracts approved for the month of April 1866. The number is only six (6) embracing about ten (10) hands who are working at the usual rate of wages &c.
The smallness of the number of contracts, I think, argues well for this section as I believe that nearly all the freedmen now have homes and are doing well. I have nothing of interest to report in this connection as things are in "status quo"
I return blank signed and "red lined" as directed as I have neither lands to report nor rations to issue, and also my estimates for [[lemin?]] for the present month.
I have just received a communication from Capt. Saml. J. Wright Asst. Q.M. & Disbursing Officer, returning estimates for the [[?]] embraced between the 5th day of Decr 1865 and the 30th day of April 1866, to which he makes many objections. Not having a copy of the Army Regulations, or strictly speaking the Regulations which govern the Bureau, I have probably erred as to the making of allowances to a Sub Asst Comr but the amt embraced in the estimates is nothing more than my actual expenses during the time charged for, Stationary I have used, for all purposes connected with my office, writing contracts &c, and the figures are rather inside, than out, the mark.
