Dear Sir,

Since my arrival here on the 17th of April I have had numerous case of contracts brought before me for approval.  I find the Freedmen all willing to work well and the planters all perfectly satisfied with the manner in which they are working. The Freedmen are now better satisfied to work since an agent has been appointed, for they feel themselves more secure and that their interest will be fully protected.  They had not the confidence of their employers, consequently did not place any confidence in what they told them regarding their crops and wages.  I have visited a number of the plantations, and after addressing the Freedmen they have all been perfectly satisfied with what I have told them, I urge upon them to attend strictly to their crops (for as the greatest majority of them are working for parts of the crops) it is as much for their interest to make a good crop as it is for the planter.

A short time since I received a letter
