Sir — I have [[made out?]] and transmitted per Capt McGinnis, to Lieut Charles Garritson A A Q M & D O requisitions for Stationary Salary and for travel pay. Possibly there may be errors and mistakes as to form. Capt McGinnis is fully informed and is authorized to correct errors and supply deficiencies, if necessary or proper. I have forwarded topographical report &c after careful examination of my District. I shall start to day on a tour of inspection through this Trinity Co. My object is to see and confer with the Freedmen urge them to make Contracts and faithfully comply with their terms, to induce them to establish Schools at every eligible point, to observe their Social and religious duties, and generally to impart to them such information as may be called for and prudent under existing circumstances.
I wrote you and also E M Harris at Columbus in reference to the abduction by Henry Gibbs of John and Louisa children of Jane Rhodes formerly the property of Thomas Casey. I have since learned that Henry Gibbs resides in 3 miles of [[strikethrough]] Hackberry [[/strikethrough]] Springville near Hackberry post office in Lavaca County—yesterday. Alford Gibbs returned from a visit to Henry and brought with him the boy John. Says he knew nothing of any Military orders about it and brot the child at his own [[?]] Expecting June
