General:
I am directed by the Commissioner to request you to report (without giving the names of persons concerned) the number of murders that have occurred in your district, where freedman have been victims or parties, according to the official record.

The object is to test the truth of statements that have been publicly made, touching this matter, and to enable General Howard to give the facts
