Captain.
It has been reported at this Office that Wm Richardson a Freedman, in Navasota, was taxed by town authorities $25. for his watch, $25 for a Deringer Pistol, and $20 for his Gun, and at the same time told him that if he kept any one to board, or treated any one to Tobacco they would fine him and if not paid they would send him to the Penitentiary.

Also that Peter Burns f.m. while waiting for the train at the depot at Navasota, in Company with his Mother 60-70 yrs of age, was ordered out of the depot into the Street, and cursed and abused by the man in charge.

The Asst Commissioner directs that you will quietly inquire into the above matters
