General,

Necessity knows no law, nor do business men allow themselves to hampered by rules. As this is the last time (or about) I will address you semimie clandestinely, I will be free. I think we understand one another.

Things were proceeding here at such a rate when my appointment reached me I had no time to guard against a loss, or probable loss by making out Estimates or requisitions, with a view of having these Head Qrts supplied with funds for salaries &c &c. Nor have I now, when I can spare the time I will attend to it--not before. Nothing was recognised as right, before I opened my office. A few arrests made, and a little firm talking at the right time and place, enabled me to get the Ear of the Community. I have it and will hold it. It is accepted and acknowledged by everybody within the scope of my influence that while I remain at the Head of affairs here, the Negro is partially safe, In plain words, the--the Citizens will cease to labour to overreach him, 

The only trouble I anticipate will grow out of the action of County Courts, The parties favoured by them will in some instances contest my interference.
