Sixty per cent of the cases tried had no costs ruled in them, and at the best were insignificant When I err, I prefer erring on the right side I could have ruled (justly) since 1st January and collected not less than five hundred dollars in fines; but to conciliate I invariably let them off, only in one instance, and instead of a large fine I let the party off with twelve dollars & fifty cents fine, and the same amount damages to the party injured

An occasional tax (as I describe them herein) is only efficient lever I can use to bring parties up - and respectfully request my ruling be approved
