Col. a "freedman" was shot this morning in the 2nd Ward of this City. No one can be found to hold an inquest over his remains, Vatter the provisional coroner resigned. Dr Hannay the coroner elect is forbidden to exercise the duties of his office, and Justice Sewell whose duty it properly is under the circumstances, positively refuses to hold the inquest. Now what is to be done; the matter should be properly investigated, I have the parties in jail. the killing seems to be accidental, the result of gross negligence, or want of precaution. please do something or see it done, the strong arm of Military law should be exercised I think. I am in a manner powerless in this case. In haste
