In submitting you the petition of the authorities of the city of San Antonio in regard to the sale of what is called the City government Farmery at San Antonio, permit me as Counsel for the City to present the following questions and arguments and to respectfully ask an earnest consideration of them by the proper authorities of the US Government before any final auction is had.
(1st)  It is submitted that the fee of the land never passes from the City and for the following reasons,
(1st)  The interior Labors of lands of the City of San Antonio were dedicated to the City for the use and benefit of its poor People and no Sale could be made without the concurrence of two thirds of the administration
