I have the honor to respectfully request your attention for a few words. A short time since I read a report from the Genl Coms the Bureau in Texas in which he spoke of the impossibility of obtaining citizen agents and stated that he had sought to obtain ex-U.S.A. Officers and had only succeeded in engaging two.
Having served three years in the army, two of which were passed in the Dept of the Gulf, 1863-1865, and holding the position of Adjutant in the 14th NY. Cav. Regt. I would most respectfully apply for a
