Austin Texas Sept 4/66 Gen. We beg to present to your favourable consideration the name of Capt John Mackey of Caldwell County as a most suitable agent of the Freedmans Bureau for the counties of Caldwell and Gaudaloupe. Capt Mackey is now and has always been an uncompromising Union Man He piloted many Refugees out of the State during the Rebellion received from Maj. Gen. F J Herron a Captains Commission during the war and is the general adviser and has the entire confidence of the Freedmen in the counties above referred to. An agent of the Bureau is necessary in those counties and no man could be appointed who would give such general satisfaction. His residence at Prairie Lea is central and equally accessible to said counties. Should you send authority for him to act please address to the care of D. W. C. Philips Austin, Texas.
