I have the honor to inform you that so far as giving advice & counsel to Freedmen I have assumed the duties of A Sub Asst Commissioner. A few cases in the town and vicinity require investigation. So far as I am now able to judge the Freedmen are orderly and working willingly on remuneration wages. some few are badly treated in the country, but I think none in the town.
