I trust you will excuse the liberty that I presume to take on the present occasion, but having understood that it was your policy to appoint discharged army officers, as far as practicable, as subagents of the Freedmens Bureau in the various counties of the state where such officers are necessary, I therefore felt it my duty not only to suggest, but to recommend my friend Lieut I. M. Simerel as a gentleman in every respect qualified and suitable for the discharge of the responsible duties incident to the position.
