Dear Sir
On the 8th Inst a negro was publickly whiped at this place for addressing a young rebel as Thomas, instead of Mas. Thomas, on the same day one was chased and run into a private residence by armed rebels, and afterwards run down & draged back to Town and his life threatened in case the parties were reported. On yesterday evening a bottle of whiskey was demanded of a negro, and on his refusal to comply, was shot off his horse, and may die from the wound, this was in hearing of town, and the parties known but no steps will be taken by the Civil officers here to have them brought to justice.
