Mr. Bledsoe now demands a settlement of the accounts of the freedmen, by me, which I think is fair and just but as Simmons and Smith claim, to have the permit of Capt. Sloan for the actions, I would respectfully request the opinion of the Asst. Com'r on this subject, and his instructions how to proceed in this matter.
